Is there a waiting period before I can start the SAP process after a positive test?

I tested positive 3 weeks ago. My previous employer fired me and I'm trying to start SAP on my own without waiting for them to refer me. Can I self-refer to a SAP evaluator or do I need the employer to initiate it? Nobody at the FMCSA hotline seems to give a straight answer.
